Evolve Outreach Announces Bold Vision to Combat Homelessness and Hunger in Delaware and Beyond

Dover, DE — [April 21, 2025] — Evolve Outreach, a mission-driven nonprofit based in Dover, Delaware, is proud to unveil a suite of groundbreaking initiatives to transform how communities respond to homelessness and hunger. With a vision rooted in partnership, and real-time responsiveness, Evolve Outreach is launching innovative tools and platforms that put people—and solutions—first.

At the Heart of Evolve’s Vision

Evolve Outreach is committed to building sustainable, community-first systems that meet people where they are and help them get to a better condition of life. At the center of this effort is a holistic approach to Wraparound Services, including the soon-to-launch 24/7 Contact Center, the Community Resources Management and Information System (CRMIS), a growing network of Drop-in Points, and the guidance of a diverse Community Advisory Board (CAB). These initiatives are all designed to work together—streamlining care, reducing redundancy, and empowering nonprofits and communities alike.

Contact Center & CRMIS: A Connected Network for Immediate Help

Launching in beta in late summer 2025 and moving to full rollout by winter 2025, the Evolve Outreach Contact Center and CRMIS are designed to transform how people access help and how organizations deliver it. Both systems are FREE to Delaware nonprofits working in homelessness and hunger.

The Contact Center provides a VOIP-powered, remote 24/7 chat and phone system designed to staffed by volunteers from Delaware nonprofits serving the homeless. Every inquiry begins with a one-minute initial automated intake and ends in a live conversation—no voicemails, no waiting.

The CRMIS collects and shares real-time data from the first call or chat, helping nonprofit providers make faster, more accurate decisions. It offers full case management, referral and scheduling, document sharing, client communication, HR tools, and accounting features. The CRMIS also offers a facility, beds or rooms, and food and essentials real-time database.

Both platforms are built with small and mid-sized nonprofits in mind—organizations that often don’t have the resources to manage complex systems alone. With these tools, they gain access to shared infrastructure that saves time, reduces costs, improves service delivery, and ensures no one falls through the cracks.

The CRMIS will also track available shelter beds, food supplies, and other vital resources across providers. This enables accurate forecasting and better provisioning of services at the nonprofit, city, regional, and state levels. Government agencies can access real-time dashboards and reporting for a small annual fee.

Drop-In Points: Community-Based Access to Care

Evolve’s Drop-In Points offer safe, local places where people experiencing housing instability or food insecurity can connect to services without judgment. These spaces are supported by community organizations and tied into the CRMIS and Contact Center, providing direct, immediate access to the help individuals need.

Community-Led Direction: The Community Advisory Board

To ensure these systems serve the people who need them most, Evolve is forming a Community Advisory Board (CAB) chaired by Evolve Outreach leadership. The CAB includes Delawareans passionate about homelessness and community wellbeing—especially nonprofit leaders, business professionals, formerly unhoused individuals, academics, and healthcare professionals.

CAB members meet monthly virtually, with recordings shared publicly to promote transparency and collaboration. Quarterly town halls will be held throughout Delaware to hear directly from the public and keep initiatives grounded in real-world needs.

Partnerships at the Core

Evolve Outreach is proud to be a partner-first organization. We’re building systems with communities, for communities—from Dover and across Delaware. We are actively meeting with business leaders and government officials to strengthen the impact and sustainability of these solutions. By inviting Delaware businesses to collaborate with us, we aim to create a fiscally strong foundation to serve more people, more effectively.

We’re also seeking other nonprofits to join our network—especially those focused on housing, food access, and reentry. With shared tools and shared purpose, we can coordinate care like never before.
