Haven ProjectThe Moutrie L. Toney House
A Strategic Outreach Site for the Haven Project
The Moutrie L. Toney House is a dedicated host facility in North Dover, serving as a vital resource for program participants from guest nonprofit organizations. This site was selected for its unique combination of residential stability and its "goldmine" location near the city's primary economic and transit hubs.Facility Purpose
The property operates strictly as an Accessory Use space under Dover Zoning Code Article 12. It is not a group home, rest home, residential care facility, public drop-in shelter, rooming house, boarding house, or short-term commercial rental. The program stay is 30 days.
This is a perfect program accessory location for:
Self-sufficient individuals who may have a job and a car but lost their home and just need a month to get back in the swing of life.
Participants in the final leg of programs (such as substance abuse recovery) who are close to full self-sufficiency and just need the one-month cushion provided at the house.
Independent living readiness: This site is specifically reserved for those who no longer require high-touch supervision or clinical intervention and are ready to transition directly into permanent, independent housing.
Final destination placement: This facility serves as the final step in the continuum of care; it is not a "way-station" to another facility, but a launchpad for the return to the general workforce and community. The Moutrie L.Toney HouseFacility Details

About the Haven Project
The Haven Project provides specialized housing solutions tailored to specific participant requirements, local zoning, and goal-oriented stages of recovery. Our goal is to establish dedicated locations for:
Operational Scope & Independence
The Haven Project operates independently of state-regulated networks such as Housing Alliance Delaware (HAD), Centralized Intake, Delaware 2-1-1, DSHA, and Code Purple. By removing the overhead and bureaucratic constraints of traditional institutional providers, we deliver higher-quality residential environments at less than half the operational cost typically seen in state-network facilities.
Strategic Growth
We work directly with partner nonprofits to place participants into high-standard environments. Our model prioritizes safety and dignity by selecting locations strictly outside of high-crime or drug-impacted areas. The Haven Project is aggressively expanding in Delaware, with a target of adding one new property approximately every 45 days.Full Transparency
The Moutrie L. Toney HouseThe Legacy of Moultrie L. Toney
The Moutrie L. Toney House is named in honor of a man whose life embodied the exact values of resilience, dignity, and quiet strength that this facility aims to restore.
Born into poverty in Bishopville, South Carolina, Moultrie Toney came from very little and spent his life earning everything he had. He understood firsthand the brutal reality of struggling to keep a roof over his family's head. He knew what it felt like to face systemic hurdles, and he knew the weight of just needing a fair foothold to keep moving forward.
A Life of Service and Honor
Mr. Toney was a proud United States Army veteran who served with distinction in the Korean Conflict. He was honorably discharged after earning numerous medals and ribbons for bravery in action. Like many true heroes, he never discussed the war—the scars of what he witnessed were heavy, but they forged in him a profound sense of purpose.
Upon returning to civilian life, he dedicated the next 36 years of his career to the kitchen department at the Coatesville VA Medical Center. He used his trade as a cook to honor, feed, and serve those who made it back, committing his daily labor to the care of his fellow veterans.
An Unwavering Foundation for His Family
Despite his own hardships, Moultrie Toney was a man of absolute consistency. He was not loud, and he never sought the spotlight, but his presence was an unshakeable foundation for the people he loved. He was a devoted companion for over 50 years, a father, a grandfather, and a great-grandfather who never once missed a sporting event, a school play, or a milestone for his children and grandchildren. Whether sitting quietly in the stands cheering them on or simply being present, his loyalty was absolute. He found his peace in the simple things—fishing, playing cards, watching sports, and relaxing with Jeopardy and Wheel of Fortune.
The Shirt Off His Back
To those who knew him, Moultrie Toney was the literal definition of a man who would give you the shirt off his back. He helped everyone—whether he knew them for years or had just met them on the street. He spent his life quietly sacrificing his own comfort to ensure others had a chance to succeed.
Why His Name Matters Here
The individuals who pass through the doors of this facility are good people who have hit a hard chapter. They possess the drive, but they need the runway. Moultrie Toney is the ultimate blueprint for that journey. His name stands on this house to remind every participant that a man can come from nothing, weather the hardest storms, face down housing insecurity, and still build a life defined by honor, work ethic, and an unbreakable commitment to his community.A lifetime of service to othersClose Pop-uparrow_forwardclosearrow_back
