PURPOSE, INTENT & NON-TENANCY DECLARATION
This facility exists to provide safe, clean, and stable temporary housing to help you transition into permanent, independent living. A roof over your head is a critical foundation for stability, personal accountability, and future success. This home is a professional, drug-free environment designed to support your growth. This property is fully authorized and equipped as a designated safe space for you to meet with social workers, case managers, probation officers, and medical specialists to receive your wrap-around services. Your compliance with the rules below ensures this resource remains safe and available for everyone.
ABSOLUTE NON-TENANCY STATUS: BY SIGNING THIS DOCUMENT, YOU EXPLICITLY ACKNOWLEDGE AND AGREE THAT YOU ARE NOT A TENANT AND NOT A RESIDENT OF THIS PROPERTY UNDER THE DELAWARE RESIDENTIAL LANDLORD-TENANT CODE (TITLE 25) OR ANY OTHER LOCAL HOUSING LAW.
NO PROPERTY RIGHTS: YOU HOLD NO LEASEHOLD ESTATE, NO PROPERTY RIGHTS, AND NO EQUITABLE INTEREST IN THIS PREMISES. YOUR ACCESS IS STRICTLY A REVOCABLE, TEMPORARY OCCUPANCY LICENSE LINKED DIRECTLY TO YOUR ENROLLMENT IN THE PARTNER AGENCY'S PROGRAM.
IMMEDIATE REMOVAL: THIS OCCUPANCY LICENSE MAY BE REVOKED AT ANY TIME, WITH OR WITHOUT CAUSE, BY EVOLVEOUTREACH.ORG OR THE PARTNER AGENCY. UPON REVOCATION, YOU MUST IMMEDIATE VACATE THE PREMISES. DISRUPTIVE, UNLAWFUL, OR NON-COMPLIANT INDIVIDUALS WILL BE REMOVED IMMEDIATELY BY THE PARTNER AGENCY'S EMERGENCY DISCHARGE PROTOCOL OR BY LAW ENFORCEMENT, WITHOUT THE NEED FOR AN EVICTION LAW-SUIT OR LEGAL COURT PROCEEDING.
1. Official Registry & Law Enforcement Tracking
Temporary Placement Only: Participants are permitted to provide this address to law enforcement, probation officers, parole boards, or the courts strictly to report where they are temporarily staying or sheltering.
Legal Residence Prohibition: Under no circumstances may a participant or Partner Agency provide this address to the DMV, courts, or any government agency as a permanent, primary, or legal residence.
Mandatory Disclosure Language: When reporting this location to any official entity, the participant must explicitly declare it as a "temporary, non-residential emergency shelter placement." It must never be used to establish permanent residency or domicile for legal, financial, or voter registration purposes.
2. Mail, Deliveries, and Services Ban
No Mail Delivery: No personal mail, packages, or correspondence of any kind may be routed to this address. Any mail arriving for a participant will be marked "Return to Sender" immediately.
Commercial Delivery Services: Under no circumstances may participants or Provider staff order deliveries via Amazon, FedEx, UPS, Uber Eats, DoorDash, or any similar commercial service to the property.
No Service Establishment: Neither the Partner Agency nor any individual participant may establish, contract, or register any service, subscription, utility, internet line, phone line, or streaming account at this address.
3. Vehicle and Parking Regulations
Automobile Requirements: Participants may keep a maximum of one (1) personal automobile on the property. The vehicle must possess valid, current state registration, up-to-date tags, and active, legally compliant auto insurance.
Non-Operational Vehicles: Inoperable vehicles, vehicles with expired tags, or vehicles undergoing mechanical repairs are strictly prohibited and will be towed immediately at the owner's expense.
4. Authorized Professional Access vs. Absolute Guest Ban
Zero Guest Policy: This facility operates under a strict Zero-Guest Policy for all personal, social, and non-program visitors. No outside visitors, family members, friends, or romantic partners are permitted on the property, inside the house, or in the yard at any time, for any reason, without exception.
Professional On-Site Visits Permitted: The house is an authorized, designated space exclusively for scheduled professional visits. Case managers, social workers, probation officers, mental health counselors, and medical specialists are permitted on the property to provide necessary wrap-around services to the participants.
5. Search, Seizure, and Absolute Sobriety Mandate
Absolute Sobriety Requirement: This facility is a strict, zero-tolerance, sober environment. Participants are entirely prohibited from entering or remaining on the property under the influence of alcohol, illicit drugs, or unprescribed controlled substances. Consuming alcohol or drugs off-site and returning to the property under the influence constitutes an immediate, material violation and grounds for instant removal.
Mandatory Possessions and Intake Searches: Participants must submit to a complete search of all personal belongings, baggage, and apparel by Host or Provider staff at any time upon request. This explicitly includes the mandatory initial search and decontamination sequence conducted immediately upon stepping inside the facility. Refusal to submit to a search at move-in or at any time during temporary occupancy results in immediate denial or revocation of the license.
Random Canine Substance Searches: The property, including all common areas, bedrooms, personal belongings, and vehicles, is subject to unannounced, random inspections by trained drug-sniffing dogs. Participants may be required by Partner staff to submit to immediate sobriety or drug screenings upon reentry to the facility.
Access Rights & Maintenance Lockouts: Evolveoutreach.org staff and Provider staff retain the right to enter all common areas at any time without notice. Staff may enter bedrooms for routine inspections and pest control with a minimum 48-hour written notice delivered to the Partner Agency. Staff reserves the right to enter bedrooms immediately and without notice ONLY during active emergencies, threat to life, or suspected illegal activity. No locks may be added to bedroom doors by clients.
Mandatory Structural Inspections: When announced property inspections, pest control treatments, or structural maintenance take place, participants must fully cooperate. If required by Host, participants must completely vacate part or all of the residence for the duration of the service to allow vendor access.
Cannabis Regulation: The possession, use, cultivation, or storage of recreational cannabis, marijuana products, or THC derivatives is strictly prohibited on the entire property. Prescribed medical cannabis use is restricted to non-smoked, non-vaped delivery systems that emit no smoke, vapor, or odor, and must be declared to the Partner Agency's caseworkers.
Smoking and Vaping: Smoking or vaping of any substance (tobacco, nicotine, etc.) is strictly prohibited inside the house and in front of the house. Smoking is permitted exclusively in the designated area in the rear yard of the property. All debris must be disposed of safely.
6. Prohibition of Weapons and Dangerous Instruments
Strict Prohibition: Evolveoutreach.org maintains a zero-tolerance policy for weapons. Participants are strictly prohibited from possessing, carrying, storing, or displaying weapons of any kind anywhere on the premises, including within bedrooms, common areas, vehicles, or surrounding grounds. This prohibition applies regardless of whether an individual holds a valid state permit to carry a concealed weapon.
Core Definitions: For the purposes of this Agreement, a "weapon" includes:Firearms &
Projectiles: Any device capable of firing a projectile by explosive, gas, or mechanical force (including handguns, shotguns, BB guns, and airsoft guns), ammunition, and firearm frames.
Designated Deadly Weapons: Any switchblade, dagger, or knife with a fixed or folding blade exceeding 3 inches; metal knuckles; blackjacks; bludgeons; or slingshots.
Incapacitation Devices: Tasers, stun guns, and industrial chemical sprays.
Dangerous Instruments Catchall: A "weapon" also includes any otherwise legal tool, object, or substance (such as tools, sports equipment, box cutters, or chemicals) if it is used, or if a threat is made to use it, to intimidate, harm, or cause fear of bodily injury to any participant, staff member, or visitor.
Enforcement: Violation of this policy constitutes a material breach of this Agreement and will result in immediate termination of the temporary occupancy license and immediate referral to law enforcement.
7. Interpersonal Behavior & Zero-Tolerance Harassment
Video Surveillance Notice: The premises are under 24/7 video monitoring. Participants consent to the disclosure of all recorded footage to law enforcement and the nonprofit guest partner.
Hostile Behavior Prohibition: Participants are strictly prohibited from bullying, threatening, fighting, extorting, coercing, inducing, or intimidating other housemates, staff, or professionals on the property.
Immediate Eviction Policy: Any violation of interpersonal safety will result in immediate and permanent removal from the facility by the Partner agency or Evolveoutreach.org.
Law Enforcement Involvement: In cases involving physical altercations, criminal threats, extortion, or illegal conduct, law enforcement will be contacted immediately to remove the individual from the premises.
8. Facility Rules, Media & Cleanliness
Wi-Fi Access Restrictions: Host provides complimentary Wi-Fi network access. The network utilizes automated software filters that strictly restrict access to certain websites, including adult/sexual content, explicit violence, illegal activities, and dark web portals. The use of Virtual Private Networks (VPNs), proxy servers, or any technical tool designed to bypass these content filters is strictly forbidden.
Common Room Television Etiquette: The common room television is provided for the shared enjoyment of all participants. Mutual courtesy, compromise, and volume restriction are strictly expected. No single participant may monopolize media use, and content displaying explicit violence or extreme adult themes is barred from the shared living arena.
Bed Abandonment: If a participant fails to stay at the property for two (2) consecutive nights without prior written authorization from the Provider, the bed is deemed abandoned. The Provider must immediately clear the participant's personal property and reassign the bed.
Chore & Cleanliness Schedule: Mandatory participation in daily house chores to maintain the shared full bath, kitchen, living spaces, and their own immediate personal space. Bed areas and personal sectors must be kept neat and clean daily.
Property Damage and Unsanitary Conditions: Deliberate property damage, destruction of facility assets, or creation of unsanitary conditions will result in immediate, permanent removal by the partner agency.
Food Supply & Refrigerator Rules: Evolveoutreach.org provides kitchen infrastructure and cold storage only; no food is provided by the Host. The Partner Agency is responsible for coordinating baseline food provisions. All items placed in the refrigerator, freezer, or pantry must be clearly labeled with the participant's name and the current date. Unlabeled items or expired food are community property and subject to immediate disposal. Food theft will result in immediate program review and potential removal.
No Hoarding or Excess Property: To prevent rooms from getting packed with junk, participants are strictly restricted to two (2) standard suitcases and one (1) backpack of personal belongings. Excess furniture, external storage bins, collected trash, or external items are completely prohibited.
Authorized Cleaning Supplies Only: Participants must exclusively use the specific, consumer-grade, non-toxic cleaning products provided by the facility. No outside chemicals, concentrated bleach, or industrial solvents are permitted.
Dietary and Religious Observances: This is a standard, shared community kitchen. The facility is not a Kosher or Halal property. Host does not accommodate, police, or enforce specific religious dietary restrictions, separate cookware, or special kitchen observances.
9. Mandatory Ectoparasite Decontamination Protocol (Lice & Bedbug Prevention)
Immediate Quarantine Priority: To maintain facility sanitization, all items, apparel, and bags must undergo an immediate quarantine process at entry. Upon passing the threshold, all luggage, bags, and loose personal gear must go directly down the stairs into the basement.
Absolute Bedding Ban: Outside bedding of any kind is strictly prohibited from entering the facility. Participants are entirely barred from bringing pillows, pillowcases, sheets, blankets, comforters, sleeping bags, or mattress pads onto the property. All required sanitary bedding assets are provided exclusively by the facility. Any outside bedding found inside the house will be confiscated and disposed of immediately.
Luggage and Bag Storage: All suitcases, backpacks, and bags will be securely placed inside double-sealed plastic bags immediately upon arrival. These sealed bags will remain quarantined in the facility basement for a strict minimum of 96 hours before they are permitted into common areas or bedrooms.
Mandatory Apparel Laundry: All loose clothing must be removed from luggage immediately in the basement and loaded directly into a hot-water washing cycle, followed by a mandatory drying cycle set to high heat for exactly one (1) full hour.
Headgear Quarantine: All hats, caps, visors, or beanies must either complete the high-heat hot water wash/dry cycle or be locked inside double-sealed trash bags in the basement for 96 hours.
Head Grooming and Implement Restrictions: All combs, hairbrushes, headbands, durags, wave caps, or any item used on or worn on the head must be immediately double-sealed in plastic bags and quarantined in the basement for 96 hours.
Emergency Toiletry Provisions: During the 96-hour containment period, the Partner Agency is contractually required to provide clean, replacement baseline toiletries (such as fresh combs and brushes) for immediate participant use. Donated personal toiletries will be distributed by staff to assist participants during this transition.

Participant Acknowledgment & Consent: By signing below, I verify that I have read, understand, and agree to follow all rules in this Addendum. I explicitly acknowledge that I am not a tenant or resident and possess no rights of property possession or tenancy. I understand that violation of any rule results in the immediate and permanent revocation of my permission to stay at this facility. The date of signature below is the commencement date.

Partner Agency / Provider Verification: By signing below, the Partner Agency certifies that the participant listed above is actively enrolled in our program. The Partner Agency accepts full contractual responsibility for monitoring this participant’s daily compliance with this Code of Conduct. In the event of license revocation, the Partner Agency explicitly agrees to execute its emergency discharge protocol to remove and relocate this participant and their belongings within two (2) hours of notice.
