We need to evolve our thinking & approach towards homelessness to get our communities to a better condition of life!
Beginning in
Dover & Kent with BIG IDEAS!
We will be rolling out services to our homeless population, our communities, and our fellow nonprofits throughout 2025.
We are bringing BIG IDEAS to address the BIG PROBLEM big problem of homelessness and how it impacts our communities.
The Problem!
Let's start with $56,000,000.00!
That's right, 56 million dollars.That's the estimated cost of homelessness in Delaware in 2024.
That number includes federal tax monies given to the to the State and to nonprofits operating in Delaware, monies spent by the State and localities, monies donated to nonprofits and the value of donated goods, costs to the healthcare system, as well as emergency services, and for costs to businesses for theft, vandalism, and infrastructure.
There isn't a lack of spending -- in-fact, we're spending too much -- there is a lack of imagination, a lack of ingenuity embracing technology, and a lack of collaboration with our business leaders and fellow citizens.

Fiscal Transparency As communities are facing incredible costs to simply exist, they want to know precisely how much is being spent on every issue, including homelessness.Main Street Community Support Efforts to effectively combat homelessness in our communities requires the engagement of our business leaders. They hire people, they open new businesses and expand to new locations, they decide whether to accept a rental application, and they are the number one generator of the tax dollars the government spends to combat homelessness. Any commission, panel, collaborative, or advisory group not embracing our business community will have a maximum effective range of zero meters. Public Trust is Down Less than 30% of the U.S. public trusted nonprofits involved in homeless missions in 2024, down 11 percentage points from 2023. If we want to gain public trust, we have to involve and be held accoutable to them.Frustration
Throughout Delaware, communities, businesses, nonprofits, and government leaders are frustrated by the rise in homelessness.

If you've read our Read the press release HERE, you already know that we're serious about tackling homelessness in a BIG WAY.
To emphasize our commitment to working with the First State’s business community, and to layout the critical importance of immediate low-hanging fruit action that the government can take by the end of this legislative session, we offer the following.
A Low-hanging Fruit Bill
We all know how critical identification and vital records are.
If you're homeless in Delaware -- with no money -- you are expected to either pay for ID and vital records to obtain services, or rely upon nonprofits to help you pay.
That's not acceptable!
We are calling on the Governor, in light of his Executive Order 8, to move Delaware lawmakers to enact legislation by the end of this legislative session making State issued ID and State held vital records free of any cost whatsoever to homeless persons in the First State.
If the Governor can make this happen, then we'll offer another easy solution, and then another. Next
We Need Businesses Support
Homelessness is a crisis that affects us all—our neighborhoods, our workforce, our health systems, and our collective conscience. At Evolve Outreach, we believe that solving big problems requires big ideas—and bold partnerships. That’s why we’re calling on Delaware’s business leaders to stand with us and tackle homelessness in a way that’s never been done before: through strategic, purpose-driven investment and deep community collaboration.
